Louis Berger Services, Inc. was founded on a strong history and a recognized brand in predecessor operations. Starting in early 1997, our predecessor aerospace/defense businesses were founded in Greenville, South Carolina. Since then, we have successfully transformed several aerospace enterprises, some of these are now the largest and strongest brands in their respective segments in North America. Adding capital, plus strategic, financial and operational expertise, we have created opportunity for employees, quality in operations, and long term capital appreciation for shareholders. Over the years we have created thousands of new jobs, and in our most successful "realized exits," our shareholders have attained superior returns. CAV InternationalIn January 2009, we acquired CAV International.
Founded in 1996, CAV has grown from a consulting services operation for Department of Defense contractors to a prime contractor providing technical and labor services in support of US Department of Defense Contracts worldwide. With a long-standing (10+years) reputation for its focus on safety, CAV is well known for its diligence in meeting the needs of large, complex, fast track projects. Headquartered in Greenville, South Carolina, CAV’s air terminal, cargo handling, ground handling and passenger terminal operations support the US Air Force’s Air Mobility Command (AMC), US Transportation Command (USTRANSCOM), civilian CRAF transport planes, and other airfield operations. As an example of CAV’s superior capabilities, it has managed the aerial port operation at Abdullah Al Mubarak Air Base, Kuwait since 2006. In August, 2009, we acquired US Logistics.
Based in Fayetteville, North Carolina - US Logistics employs a large well-trained workforce that works with the Department of Defense and larger prime contractor customers. US Logistics began providing worldwide repair and recapitalization services for U.S. military vehicles in 2001 as a subcontractor to Stewart & Stevenson Tactical Vehicle Systems (TVSLP). Today, US Logistics’ six divisions provide a variety of support services including the maintenance and modification of tactical vehicles, aircraft corrosion control and maintenance services, warehouse and logistics solutions, human resources outsourcing, and technical staffing. Berger TechWorksBerger TechWorks provides comprehensive technical and engineering services and adjunct engineering staffing solutions to branches of the DOD, other Government agencies, OEMs, Prime Contractors, and modification & engineering centers. www.rangersaudia.comLouis Berger Services, Inc. has entered into an exclusive strategic teaming agreement with Ranger Saudia, a Saudi-owned holding company in Riyadh, Saudi Arabia. Ranger Saudia is a subsidiary of Zaff International, Ltd., which is a large industrial company with long relations to government departments of Saudi Arabia, and with major companies such as Aramco. Zaff International is a leader in security and repair services in the Gulf region. Ranger Saudia was created to provide commercial and Royal Saudi Air Force engineering services through competitive bidding. Ranger Saudia is licensed under the Ranger brand, and Louis Berger Services, Inc.’s U.S. subsidiaries will perform as subcontractors to Ranger Saudia and other Saudi Arabian aerospace companies. Defense spending in the United States is shifting more strongly toward "Operations & Maintenance," which is the segment of the DOD budget from which most of our revenues are derived. The O&M missions of the United States military around the world are likely to remain relatively constant, given the many uncertainties and dangers that persist on many fronts. As new procurements give way to RESET and upgrades, our businesses are advantaged. We make an ideal cost-effective partner for larger companies seeking O&M business, and our many prime contracts stem from highly essential worldwide missions such as airlift and logistics/maintenance support. These macro-economic trends are the backdrop for Louis Berger Service's continuing growth, and our solid prospects for ongoing strategic expansion. On a historical basis, defense spending has averaged approximately 2.0% real annual growth since 1948 and is not believed to be directly correlated to overall economic conditions in the United States or globally. We continuously study our served markets in order to best position our operating units for growth. The continuing trend to outsource non-combat defense support activities is expected to continue.

Strong underpinnings exist in our end user served market channels. We provide airfield and aircraft services for “the world’s largest airline”. We provide technical expertise on the repair, maintenance, modification, warranty, upgrade and overhaul services of the largest assembly of wheeled and tracked tactical vehicles in the history of modern warfare. Both of these huge “Installed Bases” of thousands of aircraft and hundreds of thousands of tactical vehicles provide very long term buoyancy in our served market channels. We complement those served markets with high value-adding engineering, and creative growth ventures with strong partners.

Management Team


Steve Townes, President & CEO, Louis Berger Services, Inc.
Mr. Townes is an aerospace entrepreneur with 32 years experience running large scale aviation services operations in both the military and civilian arenas. As CEO and founder of Ranger Aerospace, he previously led Ranger’s efforts since its inception in the successful acquisition and growth of various companies in the aerospace/defense sector. Ranger deployed over $400 Million in various buy/sell events, and created 2,400 new permanent jobs over the years. Noteworthy Ranger successes: Aircraft Service Intl Group grew to over 4000 employees (www.asig.com), and Keystone Helicopter was tripled in size (www.keystonehelicopter.com). Steve led the build-up of Ranger International, which was aquired by Berger Group in 2012. In each success, the companies were ultimately sold to huge strategic buyers. While earning superior quality rankings in those ventures, Ranger also yielded up to 51% “IRR” to institutional equity investors. Townes is a West Point graduate, earned an MBA at Long Island University, and is a PMD alumnus of Harvard Business School. He earned the Eisenhower Award upon graduation from West Point, and served in the Army’s Rangers as a young officer before commencing his distinguished aerospace career. Townes also trained as a “Lancero” in Colombia, South America, and has extensive international experiences.

Jeffrey P. Hartman, Executive Vice President and CFO, Louis Berger Services, Inc.
Mr. Hartman holds an active CPA license for the State of Florida and has numerous years of CFO experience in Private and Public Companies. He has over 20 years of aviation industry experience with KPMG, Signature Flight Support and Aircraft Service International Group prior to joining Louis Berger Services, Inc. Growth environments are a specialty of his as all of the companies have experienced rapid above-market growth and as such is fluent in large scale integration efforts. Mr. Hartman has worked with numerous Private Equity Groups such as CIBC, John Hancock, HSBC, AIG, Argosy, ABS Capital, Brantley Partners and the Seligmann Group. Mr. Hartman received his MBA and MA in Accounting from Northeastern University in Boston, MA.

William McLendon, COO, Louis Berger Services, Inc.; also President, CAV International
Mr. McLendon is an accomplished senior executive in the aviation services industry. Prior to joining Ranger International, he was President and CEO of JetCorp Technical Services in St. Louis, MO. Mr. McLendon has also held executive positions with Aircraft Service International Group, Stevens Aviation, ATS Aerospace, and ARC Corporation. He holds an Engineering Mechanics degree from the U.S. Air Force Academy, where he graduated first in his class. A Rhodes Scholar, he holds B.A. and M.A. degrees from Oxford University, England. Mr. McLendon completed intensive graduate study in business finance, mergers and acquisitions, including the Wharton Business School’s Executive Development Mergers and Acquisitions program. He serves on the Aviation Technology and Maintenance Committee of the National Air Transportation Association. Mr. McLendon was an F-15 pilot in the U.S. Air Force.

Carroll A. Vaughan, Chairman and founder, CAV International
Mr. Vaughan is a retired military officer and Master Army Aviator with over 38 years of logistics experience. He holds a BS degree in Aviation Management from Embry Riddle Aeronautical University. His assignments have taken him from the Far East, Middle East, South America, and Europe to the establishment of CAV International. Mr. Vaughan’s distinguished aerospace/defense career spans almost every aspect of logistics and aviation operations. He has developed, implemented and managed contract operations on three continents. Mr. Vaughan has provided senior leadership on large scale contracts such as Camp Doha in Kuwait.

Major General Chuck Swannack, President, US Logistics
As the President for US Logistics, Chuck Swannack leads the many operations of the company, provides senior-level industry and government expertise to the business development process, and plays a significant contributing role in the overall leadership group. MG Swannack is a 1971 graduate of the United States Military Academy at West Point and served in progressive leadership and staff positions throughout his distinguished 34-year US Army career. MG Swannack served in Operation Iraqi Freedom and led elements of the 82nd Airborne Division in the advance to Baghdad and in the succeeding year in western Iraq. Since leaving active duty in 2005, MG Swannack has mentored US Army senior military leaders in soon to be deployed units to help prepare them for the rigors of combat in both Iraq and Afghanistan. Chuck Swannack also serves on the Board of Directors for Recon Robotics and the NC Heroes Fund; and is President of the Military Family Lifestyle Charitable Foundation.

Steve Hanvey, President of Berger TechWorks
Mr. Hanvey has over 36 years experience in the aerospace marketplace. He is a well known senior executive in both Department of Defense and commercial aerospace design and sustaining engineering, testing & certification. He has senior level leadership experiences that created new engineering solutions and substantial scale at Beechcraft/Raytheon Aircraft, Hughes/McDonnell Douglas, and Piaggio USA. Hanvey holds numerous aviation awards including Naval Test Center Test Pilot of the Year in 1978, two time to climb World Class Records, Aviation Week Laurel Award in 1994, JH "Jimmy" Doolittle Award 1995 (Society of Experimental Test Pilots) and Aviation International News Top 10 Newsmakers in 1995 and 2002. He holds a BS degree in Engineering from the US Naval Academy, graduated from Claremont University’s Advanced Management Program and performed masters degree work in Systems Analysis at the University of Southern California and aerodynamics at the USN Test Pilot School.

Shannon Carney, VP Business Development, Louis Berger Services, Inc.
Mr. Carney is a seasoned senior aviation executive with over 15 years of management experience. His most recent position was as a Regional Vice President of Operations for Aircraft Service International Group. He has managed operations in numerous cities around the country and is very comfortable in high change environments with demanding customers. Mr. Carney has also spent three years as a Senior Director of Sales and Customer Service which gives him the unique work experience and perspective of both Sales and Operations. Mr. Carney spent five years in the United States Army, lastly as a Company Commander at Fort Benning, GA, after attending the United States Military Academy at West Point and graduating with a Bachelor of Science in Engineering. An avid sportsman, Mr. Carney was captain of the West Point Varsity baseball team.
